Just as we all used to follow the form of horses - think the Great Depression and the success of Seabiscuit to see we all love a champion - the latest form book covers the race among US states to balance their budgets. Of course, everyone has been focussing on California with Arnold Schwarzenegger leading the charge to the winning post on getting the budget signed into law. He has enough strength for arm twisting and 'gator wrassling to bulldoze the bill through. But Pennsylvania is just as interesting with the Governor's office matching California's use of IOUs by refusing to pay funds to the four state universities. Probably someone somewhere is running a book on which US state will be the first to declare itself bankrupt. These would be the front runners among an alarming number of states lacking initial prudence and the political will to raise taxes, to cut spending, or both.

Anyway, the real point of interest in Pennsylvania is the growing threat of litigation from the group of license holders who run slot machines. When the licenses were first issued, the state sold maximum exclusivity for a high fee (that's $50 million a license). The enabling law is very clear. No other gambling outlet will be allowed to compete directly with the market for slot machines. At the time, this looked a good deal for both sides. Gambling was a popular activity and the state benefited from a generous input to its finances. Fast forward and the recession has forced people to cut back on their discretionary spending. This means less money to spend on trips to gamble. Ironically, the casino operators to benefit from this have been online. Had it not been for the changes in the law making it difficult to move money into and out of the online casino accounts, they would have cleaned up. So this leaves the current license holders under pressure with building work on some of the proposed casino and resort sites put on hold. While the government finds an expanding black hole eating up its cash reserves as tax revenue falls. The state's answer is proposals to increase the number of slot machines allowed in the existing resorts and to license new resorts. To the existing license holders, this looks like plans to allow direct competition from new operators. They are up in arms with their attorneys slavering on the end of a short leash, just waiting for the chance to sue.

There's no doubt slots still represents a pot of gold for both the license holders and the state. The machines are still a big draw even though the recession is biting hard. But this plan looks like an expansion too far. The average spend has dropped. If the state increases the number of machines, this will only spread the same amount of money around more machines. It's not going to increase the size of the spend. This leaves the state with a growing hole in its accounts and the existing license holders with a good case in contract and constitutional law. With the online casinos introducing new slots games every month and keeping up player interest, this is no time to be fighting over a reducing market in the real world.

Customize Your Classic Car - Paint Your Own Rims

Paint your own Rims? Who would have thought something previously done by professionals could be done in your own home.

While, the concept of painting your own rims has been around a few years now, many questions pop up of how to do it and I thought I would share my own experiences with painting my Integra stock rims. I have read up many examples of how to do this, but my first time trying was this year when I chose to refinish my winter rims. I was quite please with the outcome.

First, what the hell do you need to paint your rims? Paint of course :) This is where Duplicolor comes in with their wheel paint. They offer paint colors to match your style coming in white, gunmetal, classic silver and bronze as well. I chose to do mine in gunmetal leaving my lip the stock polished style look. So here are your options:

So you chose your color, bought your paint and are semi-ready. First, you need to sand down your rims. Why? This gives the surface a rough texture so the paint has something to adhere to. Reference the article to polish your rims on how sanding of the rims works. The only difference with this is how far you want to go. In my case, being winter rims painted I chose not to go through the process of stripping the paint on the rims completely. I simply sanded down the surface with 300 grit sandpaper ensuring to make everything sanded equally. This gives the rough surface required for the paint to adhere, and as long as your rims had no damage it should be good enough.

Your rims are sanded; you have your paint and now are ready. First, make sure you clean all sanding dust off the rims and ensure a totally clean surface so the paint will stick and not flake off after your first drive out with your newly painted rims!!! Here are my rims washed and ready to completely dry before painting:

My rims are masked off with newspaper and masking tape. Of course you want to do this so you don't turn your tires into the color you are painting. I don't want gunmetal painted tires. Also if you look close enough, you will know that the lip has been masked off as well. So I carefully applied the masking tape on the lip to protect it from being painted as well. Also, you know the little thing you pump your air into, mask that off as well unless you want that to have a color change as well :)

The rims are dry, you have masked off what you don't want painted and now you are ready. Put some newspaper on the ground and place the rim on top of the newspaper. You don't want to paint the concrete underneath the rim so keep it clean with the newspaper.

Now apply your first coat of paint. Let the paint dry well and next day admire your handiwork and results.

Choosing and Installing a Motorcycle Battery


Although a motorcycle battery and other types of vehicle batteries are built for longevity, over time batteries will slow down and eventually wear out. This occurs when the sulfate that flows over the plates begins to build up a residue on the plates, slowly diminishing the conductivity. In this article you'll find useful information for choosing, installing, and maintaining your next motorcycle battery.

Choosing the correct size:
In order to choose the right size motorcycle battery, you'll need to know the cold cranking amps (CCA) of your bike. Technically speaking, CCA is the number of amps a lead-acid battery at 0ºF can deliver for 30 seconds and maintain at least 1.2 volts per cell. Once you determine the required CCA, you'll need to measure the length, width, and height of the cavity to ensure a correct fit.

Removal and installation basics:
When the time comes to replace your motorcycle battery, never remove the battery while the engine is running. If for reason it does not have a charge, always remove the negative cable before the positive. When installing the new battery, reverse the order and connect the positive cable first before connecting the negative. Take extra caution to identify the positive and negative terminals before attaching the cables. Accidentally reversing the polarity can cause the battery to explode or inflict a great deal of damage to your bike's electrical system.
Recharging:
If the battery won't start or seems dull, you may only need to recharge it. Always check the voltage of your motorcycle battery before recharging and never charge your battery at an amperage more than 1/6 the rated capacity of your battery. For example, it you have a 7 amp-hour battery, you should not charge it at an amperage of more than 1 amps. If you have an 18 amp-hour battery, you can charge it at a maximum of 3 amps. Therefore, most battery tenders offer charging amperage of from 1/2 amp up to 2 amps. NOTE: NEVER USE AN AUTOMOBILE BATTERY CHARGER ON YOUR POWERSPORT SEALED BATTERY. Although recharging seems like a simple process, as a general rule of thumb always wear protective eye wear and refrain from smoking as you are working with explosive gasses.


You'll also want to ensure that there is no electrolyte covering the plates before adding water or recharging. Once you add the water, make sure that the vent caps are reinstalled before charging. Never recharge a motorcycle battery or any type of vehicle battery with the vent caps open. When you've finished charging, turn off the charger before removing the charger cables from the motorcycle battery.

Activating your new battery:
If you recently purchased a conventional battery, you may need to activate your motorcycle battery. Activating a non-sealed battery is the process of adding acid and charging the battery to the point of optimum functionality. To do this, remove the sealing tube and filling plugs, fill the battery with electrolyte, let the battery stand for about 30 minutes, then charge the battery for 3 to 5 hours at approximately 1/6 of the rated capacity. Sealed motorcycle batteries require much less maintenance and never require additional electrolyte.

If you find yourself needhng to recharge your battery on a consistent basis, it's probably time to replace it to avoid getting stuck when you're ready to ride. To ensure that your new battery has a long life, it's imperative to find the right size for your bike and not to overcharge. Using a battery that is too large for your bike or overcharging the battery are the two most common causes reducing a battery's lifespan. Spending a little time choosing the right battery now means enjoying years of enjoyable, stress-free motorcycle rides in the future..

Biography:

Erwin was born in Singapore of a Baweanese (Boyanese) father of dutch ancestry from the island of Bawean in the Dutch East Indies and a Bugis/Javanese mother. After 4 years with Singapore Press Holdings, he enrolled at SAE Institute in Munich and completed an honours degree in Film Making, accredited by Middllesex University U.K.

After graduating, Erwin returned to Singapore and worked as an assistant researcher at A*Star's I²R after which he freelanced as a videographer, catering to private functions and concerts. He now works as a despatch videographer for TV broadcasters, covering various news conferences across the EU.

In Paris, he runs an office at the edge of 16e Arrondissement de Paris (District 16) due to its close proximity to all major French TV broadcasters. He has since completed the research phases for 3 indie films and is currently juggling work; to make it realise by 2012.

Middle Of The Road Group Told To Get A Haircut! A Ban On Long Hair in Singapore 70s

The controversial mid-60s hippie generation had some impact on our own local music scene and brought some changes to the industry. In the early 70s when Singapore bands were exploring the idea of leaving the country to perform in other parts of the world, a group from Scotland arrived on our sunny island.

They were told immediately by the Singapore authorities that unless they conformed to certain regulations they had to make a U-turn and leave the country. And what did they have to do? Pop group Middle Of The Road quietly trimmed their mane before performing in the Hyatt at Orchard Road.

It happened in February, 1972 when three laddies had their hair professionally shorn by the fourth lassie in the quartet, singer Sally Carr. Ironically Ms Carr was a hairdresser turned vocalist and helped them with their locks. The other members were drummer Ken Andrews, guitarist Ian McCredie and bassist brother Eric McCredie. The group became a worldwide phenomenon with their million sellers: Chirpy Chirpy Cheep Cheep, Tweedle Dee And Tweedle Dum, Soley Soley and Sacremento (A Wonderful Town).

Guess the folks back home in Glasgow forgot to tell Ken, Ian and Eric about the long-hair ban in Singapore. "Where's your mama gone?"

Earlier in January 1972, Australian pop singer Ricky May experienced the same dilemma. He had just arrived from Brussels but had his contract cancelled. He was only allowed to sing if he had his 'short back and side.' His was a two-week stint at the Supper Club in Singapore.

Right now, Kim Jong-Il is paying a surprise visit to China. As usual, Mr. Joo Seong-Ha is right on top of it. Below is the translation of his recent blog post.

The term "Strong Country" [강성대국] appeared first on the editorial of North Korea's Rodong Shinmun for August 22, 1998. At the time, North Korea set 2002, when Kim Jong-Il would be 60 years old, as the time by which the Strong Country would be achieved. But in 2002, the regime changed its tune, saying: "This year is the year of the new reform toward building the Strong Country." It was a self-admission that it had failed to build a Strong Country.

But that same year, North Korea executed the July 1 Plan for Economic Management Reform which incorporated a great deal of market economy elements. In September, the regime announced the Shinuiju Special Administrative District, with Yang Bin as the minister. These announcements were quite enough to surprise the North Koreans, who hoped that they were finally coming to perestroika and glasnost. At least until 2005, when the reform faction headed by Prime Minister Park Bong-Ju was eliminated in a massive purge.

Once again, the goal time for the Strong Country is approaching, this time in 2012. The economy is not very different from the way it was 10 years ago. If the current trend continues, North Korea's public opinion will complete abandon its regime from which nothing can be expected. This would be a serious threat to the regime stability. Kim Jong-Il knows this very well, but right now he has neither the rice nor money to give to his people. So right now, he is pulling out his last card. Like he did in 2002, he is trying to plant hope and expectations. If he could make a show of massive development in the cities of Rajin, Seonbong and Shinuiju, North Koreans would think: "This time we must be really opening up. We held on this far; let's hang on just a little more."

This is the motivation that compels Kim Jong-Il to again visit China while bearing the criticisms of "beggar's diplomacy." To Kim Jong-Il, regime stability comes before his people. If he could maintain his regime without doing something, he would not have dragged his ill body to China three times in the last year.

Even Kim Jong-Il is not able to estimate the popular rage when he has nothing to give in 2012. The special economic zones are the inevitable card for the regime stability. If he manages to plant a seed of expectation and hope in the people's minds, he can maintain his power for the next few years until he died. He can also buy the time to firmly transfer the power to Kim Jong-Un. Should the special economic zones succeed, they would also relieve the pressure on the Kim Jong-Un regime, which would only go deeper into the hope.

Of course, Kim Jong-Il's dog-and-pony show for his people comes with a risk. North Korea's system is accustomed to decades of isolation and want. It has an immunity to the negative effects of holding the door shut to a degree that horrifies the world. But opening up that door is not a game that Kim Jong-Il is used to playing. The North Korean regime might have been able to endure the lack for decades, but not endure the excess for just a few years.

But the reality of North Korea is that it must at least pretend to open its doors despite such risk, because the risk of failing to do so is even greater. Next year, North Korea will probably crack open its doors while standing ready to slam it shut when things go wrong. But once the door opens, no one knows what will happen next -- whether a breeze or a hurricane will enter through that opening.
